1. There are ways to reduce costs without cutting service.

Like negotiating drug prices.

10. The VA negotiates drug prices, as do private insurance cos.

The Republicans insisted on no negotiating, forcing Medicare to pay full price, as a payoff to the drug cos. when the drug benefit was included in Medicare in the Bush years.

"Dozens of plans are available in every state. They charge different premiums and co-payments and cover different drugs. The 2003 Medicare law explicitly prohibits the federal government from negotiating drug prices or establishing a list of preferred drugs. (emphasis added)

Representative Nancy Pelosi, the California Democrat who is in line to become the House speaker, has said the House will take up legislation to repeal that ban in its first 100 hours under Democratic control. Senate Democrats have expressed a similar desire. The eight Democrats newly elected to the Senate all say Medicare should have the power to negotiate with drug makers."

That is why Medicare Part D is sometimes referred to as Bush's gift to the pharmaceutical companies. Dems have championed over the years getting that part of the law repealed to save money. Maybe President Obama can get somewhere with that, but it will be difficult because it will have to be with little or no Republican support.
