Don't they need to have his resignation in hand before announcing a special election?

Secretary of State William F. Galvin, said today that the special election to fill John F. Kerry’s Senate seat will take place June 25, with a primary set for April 30.

Galvin said his decision about the date was based on a conversation with the secretary of the Senate in Washington. Galvin recommended the June 25 date to Governor Deval Patrick, who has the final say, and is expected to sign off on it.

Kerry, who breezed through a confirmation hearing before the Senate Foreign Relations Committee last week, is expected to submit his resignation Tuesday just before the full Senate votes on his nomination.

I guess he'd have a pretty good idea who is voting for him and who is not.

8. I would guess that he might make the resignation contingent on confirmation

In his case, there are enough Republicans on record that they would vote for him, but I would bet that there have been closer cases.

9. Whew. Well, it looks he made it through (nearly unanimously)

Hard to be very confident about Republicans doing what's best for this country though in most cases. I remember that they took months to confirm Sebelius for HHS Secretary in 2009 and didn't actually do it until the Swine Flu hit and we needed somebody in charge at HHS to deal with it. It's too bad that Republicans don't seem to pay much of a political price for such behavior.
