9. I lived in WI and owned several coats.

And I was in the southern part away from the lake. BUT I've been outside and not cold when there was snow. The difference was whether the sun was out or cloudy. I've been outside with just a tshirt in those situations but I would never walk to the shopping center or store without a coat if it was cold.
