that the point is a comparison of the Bush 2nd term inauguration vs. today's inauguration. It may be to point out that for Bush, the crowd stopped at the lake/pond. For Obama, the crowd goes well beyond that mark. So if it is a comparison in the size of the crowd, then it may imply that Obama is far more popular entering his second term than was Bush.

My guess anyway.

But did you notice that that damned crane is still there on the right?

Yeah that crowd is way bigger and there are lots of folks along the parade route along the street (Penn. Ave?) on the right side in the picture too.
