I just looked for cartoons of "female" Democratic donkeys too, and I didn't see many of them either. (There's one with a muscular GOP elephant and a thin Democratic donkey in a bra, but I won't post it here.)

I'd anticipate misogynists to say things like, "She's as ugly as a donkey!" and the like... but whatever.

Is it funny because they're implying that the GOP is woman in a business suit getting grabbed in the genital region or because it's a man getting grabbed in the genital region?

Being the ploddingly literal person I am, the assault on someone crossed dressed seemed alarming. While the assault on the GOP as a male seemed like it might not be effective. I spent more time trying to ascertain if a a castrati would have that reaction. I guess I don't really understand.
