Here's how you can find out. Call the Democratic Party local organization where you live (Google it) and ask if they are still looking for people to help with GOTV there. If they say "No, we have plenty of help," then the GOTV there is outstanding. Otherwise, ask what you can do as a volunteer to help get out the vote. They'll have some ideas for you to help make it more effective.

Bottom line is that GOTV is more or less effective, depending on how many people volunteer to participate.
