Could somebody please explain "gifts of the spirit"?

http://www.rawstory.com/rs/2013/10/17/fox-friends-suggests-house-stenographer-targeted-for-bringing-message-from-god/

The host of Fox & Friends on Thursday hinted that a stenographer who interrupted a House vote on reopening the government by yelling about God and “Freemasons” was the victim of religious discrimination and she simply “saw something that didn’t seem right.”

...

But on Thursday, Fox News host Steve Doocy selected an email from a viewer — who claimed to be a minister — to explain Reidy’s actions.

“It was not a mental episode, what she was doing was known as an exercise of the gifts of the spirit where she brought a warning and a message from God regarding the activity,” Doocy said the minister had written.

It's like when Pat Robertson closes his eyes and starts talking about people watching the show who are being healed of their afflictions, or a preacher starts talking in tongues. It's a way to fool gullible people into believing that someone has some sort of special connection with or gift from God.

Traditionally they are:

wisdom;

understanding;

counsel;

fortitude;

knowledge;

piety;

and fear of the Lord.

None of them were on display yesterday.

Some Pentecostals and Evangelists have a more exuberant view of them.

FWIW, this is the passage many of them rely on.

1 Corinthians 12 , New International Version (NIV)

Concerning Spiritual Gifts

12 Now about the gifts of the Spirit, brothers and sisters, I do not want you to be uninformed. 2 You know that when you were pagans, somehow or other you were influenced and led astray to mute idols. 3 Therefore I want you to know that no one who is speaking by the Spirit of God says, “Jesus be cursed,” and no one can say, “Jesus is Lord,” except by the Holy Spirit.

4 There are different kinds of gifts, but the same Spirit distributes them. 5 There are different kinds of service, but the same Lord. 6 There are different kinds of working, but in all of them and in everyone it is the same God at work.

7 Now to each one the manifestation of the Spirit is given for the common good. 8 To one there is given through the Spirit a message of wisdom, to another a message of knowledge by means of the same Spirit, 9 to another faith by the same Spirit, to another gifts of healing by that one Spirit, 10 to another miraculous powers, to another prophecy, to another distinguishing between spirits, to another speaking in different kinds of tongues,[a] and to still another the interpretation of tongues.11 All these are the work of one and the same Spirit, and he distributes them to each one, just as he determines.

Really, really well. Just happened for me. I asked him to play a bit of Rhapsody in Blue. And he did.

Happenstance. And a gift. Maybe that thing is about us among each other.

That text prescribes the proper treatment of those who misuse such gifts, and contains one of the nicer turns of phrase you'll find in the Bible: "Show them no mercy.... or pity."
Clearly the incident on the House floor suggests we're being lax in enforcement.
