In Canada, it was considered fact that he had cheated; as a couple had befriended Lance and had learned of all the drugs (illegal ones included) that he had taken. As he had to come clean to doctors who were treating him for testicular cancer. Lance donated $2,000,000 to the hospital, and everybody kept their mouths shut.
The media always questions anything black celebs/athletes do. They don't hesitate to expose blacks that have run a foul of their team or the cops. But when it's a white person, they'll go out of their way to ignore it. Always have, always will.
