3. It is somewhat incongruous, to have a concealed weapons permit...

and live in a dorm that advertises, openly, this is a concealed weapons permit dorm.

Which means, whoever lives there, has a concealed weapons permit.

Which means they have a concealed weapon.

Which means it is not a secret

which means the weapon is no longer concealed.

4. Doesn't particularly surprise me.

Very few college students have permits, anyway, so it's a tiny population. Take that tiny population, then ask them to balance their desire to have a handgun and their desire to live in the same building with their unarmed friends and classmates. The obvious choice is 1) Leave the guns with your folks for a few years or 2) Shut up and take your chances.
