Venezuela has evolved into a dictatorship, the government has a very efficient Cuban mentored intelligence service, the Cubans have their own separate network, and they got the military either bought off, or too scared to do anything about the serious violations of the constitution and human rights abuses perpetrated by the regime.

It's not the Cuban people causing the damage. It's the Castro dictatorship. This entity is a creature more set on its own survival, and today it doesn't have much of an ideology, other than fascism, use of repression, and keeping the hereditary Castro rulers on top.
