Windows - how to set Folders and Views once and for all for an external drive?

I have Windows XP. Periodically I plug a flash thumb drive into a USB port and backup my system.

The window(?) for the flash drive always comes up with folders and details not the way I want them. Worse, if I set them to the way I want them and then I click on another folder and then go back, the previous one is back in the undesirable form.

I'm not sure of the terminology. I like to see the list of folders on the left hand side, not the tasks list. This is controlled by the Folders toggle. I like to see details, but it always comes up tiles.

I have looked at control panel-> folder options and set things okay for my main C: drive, but can't get this to set for the E: drive the thumb drives are on.

Any info appreciated.
