Why would I be getting Access Forbidden readings from a public site?

A Duer posted a site and I tried to access it and it gave me the following reading.

403 - Forbidden: Access is denied.
You do not have permission to view this directory or page using the credentials that you supplied.

Is it related to turning off cookies? Can't remember if that's how I adjusted the settings, but this is the first time I have encountered this problem

1. Are you on a carporate network?

Some companies have restrictions based on content or key words.

3. You want to access a security site and it turns you down, because........

you probablly have a virus or trojan, they can check incoming systems.

Run MalwareBytes or SuperAntiSpyware.
