Operating system: iOS, Android, Windows Phone, Other.
Hardware: iPhone 5, Galaxy 4, etc...
Carrier: ATT, Verizon, T-Mobile, etc.

First things first; Check that you are not in Airplane Mode, or have Cellular Data turned off.
Reboot your phone.
Your carrier's web site most likely has a page to view the in-coming and out-going text with your phone. Make sure the carrier is logging the texts and probably billing you.
Also, your carrier probably has a free support line with technicians that have much more visibility into watching the text messages and any delivery errors that may occur during transmission. If this is a problem with your SIM, they could help you a lot quicker than anyone else.

I dealt with Similar as a first and second tier cell phone support guy a decade or two ago. And while the first step was always to powercycle the phone (Battery out for 5-10 seconds preferred, but I realize So Many phones can't do that any more), the second (or so) was to use specialized internal tools to get the servers to pay attention to you again.
