Washington Health Security Trust could save health care dollars for education

The class size initiative has passed, now comes the hard part. Do we withdraw funds from other state needs, raise taxes or maintain the status quo in our schools? Hard times call for difficult measures.

After WWII, Great Britain decided that bringing order out of chaos in its old medical delivery system would improve delivery, uniformity and equality, save money and meet other needs. Our insurance company-based health care system maximizes waste, inefficiency and inequity.

The Affordable Care Act authorizes states to use their own coverage plan by 2017, provided it meets or exceeds Affordable Care Act requirements. Washington State could save enough money to pay for state educational obligations by putting its own medical delivery plan in place.

The Washington legislature will have bills SB 5224 and HR1085 that could save the class size initiative. Savings will come by simplifying health care financing and eliminating administrative waste inherent in the over 350-plus plans now competing in the state. Hospital and medical center billing departments are huge. Toronto General Hospital in Canada has two people. Washington Health Security Trust will cut insurance costs for all Washington citizens.

4. Physiscians for a National Health Program meeting 1/21 in Seattle

Severals things of interest - three events, two takes on implications of Vermont’s recent efforts to gain a state single-payer plan and an opportunity to endorse the new/revised “Physicians Proposal for Single-Payer Health Care Reform.”

1. For our PNHPWW January Monthly Meeting (Wed., 21st, 7pm, Swedish Medical Center/Cherry Hill Campus), we are fortunate to have Stan Sorscher speak on a very timely subject that will be debated in Congress in the coming months. The Trans Pacific Partnership (TPP) would be the largest world trade deal in history, representing 40% of the world economy, yet it's being negotiated in secret by lobbyists for the world's largest international corporations. It has many implications for world health and social justice. It would provide stronger protection for the pharmaceutical industry, corporations could challenge any government's regulation they claim unfairly diminishes their profits – regulations now protecting consumers from unhealthy foods, workers from unsafe working conditions, the environment from toxic emissions. It would encourage privatization of national health programs.

Stan is Labor Representative at the Society for Professional Engineering Employees in Aerospace (SPEEA), a union representing over 24,000 scientists, engineers, pilots, and technical and professional employees in the aerospace industry. He has a BS in Physics from the University of Michigan, and a PhD in physics from UC Berkeley. Stan represents SPEEA at the Puget Sound Health Alliance and serves on the Executive Board of the Washington Fair Trade Coalition. He represents organized labor on the Puget Sound Regional Council Economic Development District Board and is a director of the Economic Opportunity Institute in Seattle. In 2009, Governor Christine Gregoire appointed him to the Washington Council on Aerospace; in 2010, to the Board of the Export Finance Assistance Center of Washington; and in 2011 to the Washington State Economic Development Commission.

2. Steven Brill, who wrote the Time magazine expose “Bitter Pill: Why Medical Bills are Killing Us” on nonsensical health care costs is talking about his new book “America’s’ Bitter Pill: Money, Politics, Back-Room Deals, and the Fight to Fix Our Broken Healthcare” at Town Hall on Wednesday.

HCHR-WA will be tabling at this event on behalf of the campaign. It has also been invited to lead an informal "civic roundtable" immediately following the program in Town Hall's cafe. The purpose is to give audience members a chance to talk more about the issue and to connect to opportunities to take action. The roundtable is from 9-9:30pm, led by one of the members of the HCHR-WA organizing committee.

3. Martin Luther King, Jr. Day Celebration with the theme of “Fight for Your Rights in 2015.” There will be workshops (one led by United for Single Payer) starting at Garfield High School at 9am, speakers at 11am and march starting at noon. 4. “What Happened in Vermont: Implications of the Pullback from Single Payer” (attached) - Steffie Woolhandler and David Himmelstein.
5. “Lesson On The Struggle For Health Care As A Human Right: What happened in Vermont where a so-called single payer proposal died?”(attached) - Margaret Flowers in Popular Resistance.

6. “Physicians Proposal for Single-Payer Health Care Reform.” Written by a working group chaired by Drs. Adam Gaffney, David Himmelstein, Steffie Woolhandler, and Marcia Angell, the proposal details the design and case in favor of a National Health Program in the United States. It’s an
important update of the seminal articles in JAMA (2003) and the NEJM (1989). See letter from PNHP President Robert Zarr (attached) about how you can endorse the proposal. Note that this can’t be posted on a web site until it’s published in a medical journal.

8. PNHP monthly meeting in Seattle 4/22

Attached is the Agenda for our PNHPWW April Monthly Meeting which will be on Wednesday, April 22nd, 7pm, in the Swedish Cherry Hill Campus Conference Center Auditorium (directions). The topic is "Health Care Disparities: What We Can Do About It." Our speaker will be Gerald Hankerson, President, NAACP Alaska Oregon Washington State Area Conference and President, NAACP Seattle King County. We are very fortunate to have Mr. Hankerson at this time in our nation’s history. He is a leader in the advocacy against the injustices in law enforcement, the judicial system, and income inequality. Recently, he's been engaged in the Black Lives Matter campaign, $15Now for low wage workers, and the attempt to get insurance companies to fulfill requirements under the ACA to plan remedies to decrease health care disparities.

13. Physicians for a National Health Program to meet in seattle 10/21

I invite you to consider attending the PNHP WW monthly meeting on Wednesday, October 21, 7:30 - 9:00 PM, at the Swedish Cherry Hill campus, in the James Tower (same floor as the Jefferson St. entrance).

We have invited Teresa Mosqueda, chair of the Healthy Washington Coalition (HWC) to speak on how we might eventually achieve health care coverage for every Washington State resident, and she has kindly accepted.

The impetus of my invitation to her arose out of the recent HWC monthly meeting. As always at these meetings, several people representing various groups/organizations in the HWC reported on how they are making sure that their constituents achieve as thorough health care as possible. Many of their constituents are covered by Medicaid or other programs, for which access to affordable, timely, continuous, comprehensive, and high-quality health care is often iffy at best. I very much admire their commitment to this.

As I was returning home after the meeting, I was reminded so much of what is sometimes called "The Upstream Story;" I am sure that you will recognize it. In one iteration, two people are fishing in a stream, and a baby floats by in the water. One of them "rescues" it. Then soon another, and another, etc., float by and is rescued. Finally one of the fisherman turns to the other and declares, "We must go upstream to see why all of these babies are being thrown into the river, and stop that from occurring."

I'm by no means critical of the HWC people, but in essence that is what they are doing – rescuing their constituents without being able to prevent the predicament that those constituents are in.

In having Teresa speak to us, David McLanahan and I hope to be able to explore if and how we can recruit many of these constituent organizations to assist in getting to the root of the problems. Teresa has made it clear that she, in her role as chair of the HWC, cannot directly take that challenge on. However, our hope is that we can explore with her how we – PNHP WW, HCFA-WA, UfSP, etc. – can take on this challenge.

We certainly welcome any and all of you to join us on October 21.

The 2015 HCFA-WA Annual Members Meeting will be held at the Seattle Labor Temple, 2800 First Avenue, in Seattle's Belltown District on Saturday October 17th, from 1 to 4 pm..


Our Keynote Speaker is Sen. David Frockt, (Seattle's 46th LD) who is the Ranking Minority Member of the Senate Health Care Committee, and a co-sponsor of our Washington Health Security Trust, HB 1025/SB 5132.

He will be speaking on next steps to assure every Washington resident can have healthcare coverage by 2010.


The afternoon program will also unveil a preview of videos and discussion format for our 2015-16 WHST House Party videos,
now ready for distribution. Members will also receive reports on the past year, the strategic plan for 2016, vote bylaws changes and elect officers.

Free parking is available across First Avenue toward the Sound in the Ellington Bldg., with alley access off Broad Street. An attendant is available.

For the third year, a No-Host Dinner will begin at 5 pm for those interested in more time to connect with supporters from around the state before heading for the commute home. In addition, a training session will be held the same day, from 10am to 12 noon, with lunch provided to the first 15 who reserve a space. PNHPWW October 21st Monthly Meeting Agenda. Our speaker will be Teresa Mosqueda, Chair, Healthy Washington Coalition; Board Member, Washington Health Exchange; Political and Strategic Campaign Director, WA State Labor Council. Teresa is very knowledgeable about health care reform in WA State, having been deeply involved in most of the thinking, legislation, and lobbying that has taken place for many years. Given her several different hats, she is uniquely qualified to talk about & lead the discussion on “The Road towards ensuring every Resident in Washington State has Access to Health Care."

Please note the new time and place for the meeting. We’ll meet in Room C of the South East Conference Center (first floor in the James Tower, down the hall to the right of the Starbucks booth). This change worked very well last month - the tables-in-a-circle setting more friendly for discussion than theatre seating. We’ll start at 7:30pm.

Our 11th PNHPWW Annual Public Meeting on Feb 20th was outstanding in terms of the presentations by Donna Smith and John Nichols, as was the panel discussion. Thankfully, those who were unable to attend can watch all or parts of it online thanks to Mike McCormick of talkingsticktv (and can also view Mike's interview with Donna on his Mind Over Matters radio show - KEXP 90.3FM).

Donna Smith returned for her second visit to our APM. She burst on the scene as the heroine in Michael Moore's movie Sicko and has played a leading role in the advocacy for single payer - now as Exec. Director of Health Care for All Colorado and Exec. Director of Progressive Democrats of America. Donna described what's going on in Colorado with the ColoradoCareYes referendum this November. She blew in from the campaign trail in New Hampshire and Iowa and blew out headed for Bernie's Bus in Arizona/New Mexico.


John Nichols, Senior National Affairs Correspondent for The Nation Magazine, is a wonderfully engaging speaker who has studied and written about the national political scene in articles and books for many years. He caught us up-to-date on the recent Clinton/Sanders political debate around the economics of single-payer and expressed guarded optomism on the way things are headed for various social justice issues and the "Movement of Movements." For example, Bernie Sanders typically wins most of the under age 40 voters.

The 2016 John Geyman Health Justice Award was presented by John Geyman, MD, to Laurie Simons and Terry Sterrenberg, producers of The HealthCare Movie.

A lively and informative panel discussion/QA followed the presentations. Please watch the videos at your leisure - they will perk your enthusiasm for activism in the coming months and add to your certainty that health care for all in within reach.

Rally for HEALTHCARE EQUITY
Tuesday, April 19, 12 pm - 1 pm, outside the Ballard ZOOMCARE Clinic, 2038 Market Street, Seattle

Portland based Zoom+Care, a for-profit corporation, says it is "going to change the way healthcare is being delivered" as it expands to 16 clinics in the Seattle area in 2016 including the newest clinic in Ballard. But Zoom does not accept Medicare, Medicaid or Tri-Care patients. They are "cherry picking" the young and healthy while non-profit providers are left to care for an older, sicker population. If Zoom is allowed to avoid the problems of dealing with poorer, aging patients who have chronic health problems by marketing only to a young and healthy demographic, it will shift care for the poor, disabled and elderly to non-profit providers and put financial stress on their ability to care for all of us.
