Now the guy feels safer. I can't believe he hasn't been caught yet. I feel for the population up there. Fear daily that he may break in the house. Are schools still closed? This is a mess!

I read that they have been finding booby traps in that area....pipe bombs. All I could imagine was that this was the stupidest thing I have ever heard to allow hunters in that area.

THe City of Boston told everyone to stay inside while their looked for the bombers, did not find them TILL they told people they could go out, but be careful and report anything out of place. That movement of people forced the bombers to move around to avoid be stumbled upon and thus flushed out and captured.

The Pennsylvania woods are shifting from second growth to old growth. This has been an occurring event since Pennsylvania woods were STRIPPED by 1900. Right now you have a mix of second growth and old growth (Hunters have been complaining about this for years, Deer is a Second growth animal, Turkey is a old growth "game". Places for deer to "Hide" has been reduced, but places for Turkeys to "Hide" and survive has multiplied since 1900.

On top of that you are in the mountains with all of its craggs, hollows and just boulders all over the place.

In the old growth areas (Trees growing since about 1900-1920) you can see long distances through the trees but at the same time if you are careful, moving tree to tree NOT be seen yourself. Thus a group of people (police or hunters) of more about four people, will be easy to spot, while one man could keep himself hidden from them. If you are careful you can have a line of searchers go right by you and unless they stumble over you (which you can avoid by staying in bumbles that people generally walk around)

Please note, the person they are hunting has been planning this for a long time. There are now "Scent hiding" clothing, based on Charcoal Chemical suits, that can defeat dogs sense of smells. I do NOT know if the man they are looking for has such a suit, but I would assume he does, they are NOT that expensive.

I am sorry, but I would PERMIT hunters into the area. The main reason is the more bodies the greater the chance someone will stumble over him. I would advised hunters NOT to engage them, but most hunters today have cell phones. Many hunters use hand held portable radios. Thus if one see something it can be reported quickly.

Sorry, you need people moving about to flush this person out. Hunters are a "Force magnifier" in the sense that the person they are searching for will not know if the Hunters are Hunters or police. Worse, we are talking about upland game season NOT Buck season. In Pennsylvania you can hunt birds with dogs, but you can NOT hunt deers with dogs. The above mentioned Chemical Suits do work, but not that well and dogs will be dogs and go after smells.

Now, a warning that this man is out there should be issued, but a ban on hunting reduces the people who MIGHT spot him. I suspect this person will be discovered by some hunter OR by the police after he leaves a location where some hunter was hunting, just like the Boston Marathon Bombers were discovered when PEOPLE were permitted into the streets.
