The PA. State Constitution prohibits the use of public dollars for religious schools. To get around this prohibition, the Legislature recently expanded the program offering large state tax credits for corporations that donate to scholarships for private and religious schools. The new scholarships are limited to students from "failing" public schools. The money could also be used for public schools in different districts, but almost public schools participate.
The attached article describes how the private schools will get to pick and choose the students who get scholarships. That leaves the kids with learning disabilities, who don't speak English, etc. stuck in the "failing" public schools without enough resources to help them.
