OH House passes an improved congressional map

"Tonight, the House passed an improved congressional map that does the following:

Keeps Lucas County and Toledo in a district that is represented more by Marcy Kaptur. Improved the Democratic performance of a new Franklin County seat. Increases the Democratic index of two additional seats presently held by GOP but now challenged by Betty Sutton and Charlie Wilson.

Creates a truly bipartisan commission to make recommendations to change the way redistricting is handled.

Eliminates the GOP idea of a split primary and their foolish plan to waste $15 million on it."

Among key revisions, the new map would unify seven counties that were previously split, reduce splits in two counties from three to two and split one county that was previously whole. It also increases the black voting-age populations of urban districts in Dayton, Columbus, Cincinnati and Toledo.

Both maps would create 16 districts — 12 favoring Republicans and four favoring Democrats. The state is losing two congressional seats due to slow population growth.
