https://dps.mn.gov/divisions/dvs/forms-documents/Documents/EDL-EID-Identification-Requirements.pdfThey are available if you want to jump through some hoops and apparently they can only be applied for at license examining stations so places like the Southdale Service Center are out. It might cost more, but it's easier to get a passport -- in fact it would be handy to have a passport when you apply for the enhanced DL. As long as the TSA is willing to accept a regular DL and passport there's really no point to this - except for avoiding the aggravation of needing a passport to travel within U.S. borders.
And I thought having to take our shoes off was about as stupid as Security Theater could get.
