Sometimes they do that on purpose because they don't want to increase visitation to an ecologically fragile area. But of course I have no idea if that is the reason for keeping this area undeveloped.

Just a thought: you might want to check with your state Nature Conservancy office. They maybe aren't aware of the area, or already have plans for it, or whatever.
