FOREST — The future of Ivy Lake, a development of mostly water front homes, hangs in the balance as an impasse continues between lake owner Liberty University and a group of land owners over paying for needed dam and spillway repairs.

The dispute is over whether the university has a right to drain the lake after a Bedford County judge tossed out the bulk of a 2016 lawsuit to charge property owners a fee to pay the costs of fixing the dam.
....

Bedford Circuit Judge James Up diked is a greed, and last month he ruled largely in favor of a small group of property owners who filed an objection to Liberty's claims.
