Around here, though, this type of weather has been known as "Sankan shion" for quite a while-- that is, a cycle of "3 cold days and 4 warm days", where the cold days are sunny and the warm days are cloudy, like yesterday and today, respectively. Sankan shion is generally considered to be a precursor of spring.

... which is not too far from where I live. I personally don't subscribe to the "wind chill factor" completely, because I can't see how they can quantify a subjective thing like "how cold it feels." But clearly, if one is going to brave Mother Nature in the Northeast this weekend, he should take care to bundle up.
