1. Seems awfully destructive considering hornet nests can be easily removed with no special equipment.

Just wait until winter, then carefully remove the nest and burn it.

2. If you wait for winter the hive would have produced more new queens.

Other then propaganda purposes (Chinese Army Defending the people), burning an active nest will halt any more queen production.
