Help. Got a message from electricity company tonight telling me I can check

my own meter. I called to complain my bill was too high. They gave me my meter number and told me to turn off my breaker THEN THE MESSAGE WAS CUT OFF! So I'm guessing I look at my meter and see that it is working. Then I go back to my apartment and turn off my breaker. Then I go back and read the meter to make sure it is not showing any usage?

1. probably an attempt to isolate trouble to outside or inside

if you shut off the breaker and the meter still runs then you have a power drain outside the home. if not you pay the bill

2. We've got one of the smart meters. They read it from the substation.

I've run tests by watching the dials under various loads (I'm a geek, incurable). You just have to remember to read the dials backwards (right to left). If the lights are on, the electricity is working.

4. We didn't have a choice. They converted all of the area to those to kill meter reader jobs.

The meters don't require paychecks, don't call in sick, and don't expect health insurance.
