The flowers are usually yellow, but there are cultivars with bright red flowers.

Queen Anne's Lace likes anything from semi shade (looking at the plant behind it, it looks as if this is growing in semi-shade) to full sun, so long as the full sun does not get blazing hot.
Yarrow likes mostly sun to full sun, and can handle hot fairly well.

It could also be sumac, or something in the carrot family, too.
