1. During campaign t-rump claimed he could shoot someone on fifth ave and get away with it. (to his supporters)
2. Now and since he has said things (to his supporters) that as President would be damaging to anyone else.

conclusion, he is only talking to his supporters. he could kill all their mamas in front of them, and he would be beloved still.
