This is a common theme. The plan was devised by the Heritage Foundation in the late 70's and put into place during the Reagan years. Public education is suffering on all levels, from crumbling schools to underfunded and underpaid teachers. If a child is to be educated, somebody will have to pay for it. The heritage Foundation used Appalachia as their model. Dumb as dirt but reliably vote GOP.

The RNC also claimed responsibility for the endless attacks on public education, which have effectively sabotaged efforts to create a well-informed citizenry.
