This has led to renewed calls for Moscow to stop supporting the pro-Russia separatists.
...
The Kyiv government and the pro-Russia rebels have blamed the shelling on each other, but investigators from the Organization for Security and Cooperation in Europe (OSCE), who rushed to the scene shortly afterwards, concluded that the attack had been launched from the east and northeast of the city - territory controlled by the separatists.

“I condemn this violent act in the strongest terms and call for a full investigation of the incident. I also convey my most sincere and deep condolences to the families of the victims and to the people of Ukraine,” Apakan said.

and add the sections you did not care to post or simply avoided from your link.

Human Rights Watch has previously documented how both sides have used Grad rockets in the war in eastern Ukraine. Evidence indicates that separatist forces were responsible for this attack: the Grad rockets struck government-controlled territory, the craters and rocket remnants stuck in the ground clearly indicate that the rockets came from due east, the direction of the frontline, and a rebel leader announced today that the rebel attack on Mariupol has begun in revenge for an attack Thursday that killed 13 people in a trolleybus in rebel-controlled Donetsk.

Grads are unguided rockets that cannot be targeted accurately, and are often fired in salvos from multi-barrel rocket launchers to saturate a wide area. Because of their indiscriminate nature, these rockets should never be used in populated areas, and their use in such areas is a violation of the laws of war.

Your link but you did not post from it, let me post a bit
The SMM conducted a crater analysis and its initial assessment showed that the impacts were caused by Grad and Uragan rockets. According to the impact analysis, the Grad rockets originated from a north-easterly direction, in the area of Oktyabr (19 km north-east of Olimpiiska Street), and the Uragan rockets from an easterly direction, in the area of Zaichenko (15 km east of Olimpiiska Street), both controlled by the “Donetsk People’s Republic” (“DPR”).

At 13:02hrs and 13:21hrs the SMM heard again incoming MLRS salvos lasting for eight seconds, from an easterly direction. At a distance of 300 metres the SMM saw smoke above the Ukrainian Armed Forces’ checkpoint number 14 (8.9 km north-east of Mariupol city centre), just several hundred metres away from where the shelling had hit in Olimpiiska Street.

You are not calling this a false flag operation like one of the other Putin apologists, I hope
