"Kilcher" is Jewel's real last name.

She and Zellweger were compared a lot in the pop-press for similar faces back in the late 90's due to their European features. Why, I don't know. Probably the usual implied ancestral/racial stoking by the media - deliberately nothing else better to do, as usual.

The attribution to Jewel is just part of the joke.

Is the parody mean in its own right? Yes it is. But that's part of the intent, I'm pretty sure.
