India considers chemical castration for rapists

Source: deutsche welle

This week it came to light that the party was readying a draft bill to propose a tougher law to punish sexual attackers. Press Trust of India has reported that, for rape convicts, prison sentences of up to 30 years are to be proposed. The bill also includes a proposal for chemical castration of convicted rapists, in rare cases.

In India it often takes years or even decades for a court to decide legal cases, including rape cases. The bill would propose to fast-track all rape cases so that they are settled within 3 months.

One of the six accused in the Delhi case is possibly a juvenile, being less than 18 years old. Although he reportedly inflicted the most fatal injuries on the girl, as a juvenile, he is likely to be let off with a mild punishment. The bill would also seek to reduce the age limit of those legally called "juveniles" from 18 to 15.

India's National Commission for Women chairperson Mamta Sharma said the rapists should not be given the death penalty.

"They should be sent to jail for the rest of their lives. And they should also be chemically castrated so that they stay alive with a vital part of their body dead," she said.

8. As a transgender woman, I'm not sure chemical castration would

stop rape.

After years of hormones, my... cough... shecock still works. I don't ejaculate and I don't get spontaneous erections, but I can still get aroused and get an erection quite easy.

Unless they are using something radically different than what I take (female hormones and testosterone blockers), it will reduce sex drive, but not necessarily render someone impotent.

What ever the treatment, they need to NOT be able to get an erection ever again.

23. Wikipedia calls it "Medroxyprogesterone acetate".

http://en.wikipedia.org/wiki/Medroxyprogesterone_acetate

I thought maybe it was one of the chemical many names, but seem these are two different chemicals.

Muriatic Acid (also called Hydrochloric Acid):
http://en.wikipedia.org/wiki/Hydrochloric_acid

Medroxyprogesterone acetate:
http://en.wikipedia.org/wiki/Medroxyprogesterone_acetate#cite_note-pmid16575429-10

You have to remember a Chemical can have many names for example the following names for the same very dangerous chemical:

Dihydrogen Monoxide (DHMO)
Dihydrogen Oxide,
Hydrogen Hydroxide,
Hydronium Hydroxide,
Hydric acid
http://www.dhmo.org/facts.html
http://www.armory.com/~crisper/DHMO/

It has some other names, Hydrogen Acid being among them.

The DHMO has several other names, but the above group mentioned it is an UNREGULATED Chemical know for the following dangers

Death due to accidental inhalation of DHMO, even in small quantities.
Prolonged exposure to solid DHMO causes severe tissue damage.
Excessive ingestion produces a number of unpleasant though not typically life-threatening side-effects.
DHMO is a major component of acid rain.
Gaseous DHMO can cause severe burns.
Contributes to soil erosion.
Leads to corrosion and oxidation of many metals.
Contamination of electrical systems often causes short-circuits.
Exposure decreases effectiveness of automobile brakes.
Found in biopsies of pre-cancerous tumors and lesions.
Given to vicious dogs involved in recent deadly attacks.
Often associated with killer cyclones in the U.S. Midwest and elsewhere, and in hurricanes including deadly storms in Florida, New Orleans and other areas of the southeastern U.S.
Thermal variations in DHMO are a suspected contributor to the El Nino weather effect.

Thus its many names help hides DHMO's true danger.

and I imagine a rapist would not be able to use his tool if it was soaked in it for 40 minutes or so

22. Actual Castration has NOT work, neither will chemical castration.

Remember, in most rapes the men do NOT even ejaculate. Thus all a rapist needs is to get blood flowing into his penis (Which is a medical way to saying, all he needs is a hard cock).

Remember Rape is an ATTACK on the victim, the aim is to ATTACK and HARM, not to have sex (Sex, in rape, is thus better viewed as a weapon, not a desire). In parts of the world were actual castration took place, it did not end the Rapists history of raping, the rapist just started to use other objects as part of the sexual attack on the victim.

A lot of this is typical politician's "We have to do something" to show the people we are protecting them. The problem is how do you speed up the well known slow judicial process of India? That is where the problem is, and a problem within the ability of Indian Politicians to address.

When Chemical Castration has been used, it was aimed at people with "pedophilia urges" NOT rapists (and when used against "Rapists", the term "Rapists" is restricted to someone who committed statutory rape as opposed to forcible rape).

http://en.wikipedia.org/wiki/Chemical_castration#Studies

Thomas Jefferson even supported Castration for rapists (and put it just below Petty Treason in his list of Crimes):

Whosoever shall be guilty of Rape, Polygamy, or Sodomy with man or woman shall be punished, if a man, by castration, if a woman, by cutting thro' the cartilage of her nose a hole of one half inch diameter at the least

http://press-pubs.uchicago.edu/founders/documents/amendVIIIs10.html

Thus there is a long history of the use of Castration, and a long history of its failure (The Wikipedia report cited above, says it was effective on pedophiles, but those were all volunteers who had reasons to claim it was effective, if effective it was possible for them to get out of Jail, if ineffective in jail they would remain).

Side note: Yes in vast majority of rapes, the rapists do NOT ejaculate, but that does not mean they can not get the victim pregnant. Men leak sperm through penis even when it is NOT erect (and full of blood) and all you need is one sperm to make a woman pregnant. Thus rape can lead to pregnancy. I would NOT normally add this side note to this discussion, but I do NOT want anyone to think I support the idiot who said a woman can not get pregnant if she is raped. Yes, as a general rule rapists do NOT ejaculate when they rape, that is NOT the same as NOT being able to get the victim pregnant.

11. Indian rapper caught in gang-rape backlash

As protests against harassment and violence against women continued, a chart-topping Indian rapper known for his sexually explicit lyrics also became embroiled in a growing campaign against sexism and misogyny in Indian society.

Yo Yo Honey Singh, whose hits include My Home My Village, saw his New Year's Eve concert in New Delhi cancelled following an online campaign which highlighted lyrics allegedly inciting abuse of women.

His 2007 track Prostitute refers to him having violent sex with a woman after he forces her to "dance naked" and includes the line: "You will scream and run but where can you go... I will take your life".

The furore over the rap star comes as the country comes to terms with the December 16 gang-rape in which a 23-year-old medical student was repeatedly assaulted and violated with an iron bar while being driven around in a bus for 40 minutes.

If they're going to act like savages, treat them like savages. If they have no control, just get them neutered just as we do our dogs and cats.

That would be worse than any castration. They would beg for it at that point.

16. Surprising amount of support for this from a group that generally opposes death penalties

No question rape is vile and cultures that promote, endorse or otherwise turn a blind eye toward the poor treatment of women need a lot of help.

However, I wouldn't advocate doing any permanent damage to people convicted of a crime. There are no perfect legal systems and in any system innocent people are, at times, going to be convicted.

I am opposed to this for precisely the same reason I'm opposed to the death penalty. At least if someone is wrongly convicted and thrown in jail for a long time, when and if evidence can be brought up that person can be released. You see cases of it happening here from time to time. And I don't think it's worth even a few innocents being killed to have "harsh punishments" for the guilty.

I don't see a difference here. It's going overboard. So at some point when some 17 year old girl regrets her decision (or worse yet in this type of patriarchal society, when her FAMILY refuses to accept that they have a daughter that would have premarital sex) and claims rape on her boyfriend, all of a sudden some kid gets his balls chopped off?

Great "solution"

19. I oppose the death penalty.

I guess what I'm thinking in regards to rape is that it's going to take more than a scared girl not wanting to get into trouble to convict the rapist.

I'm also thinking that people who commit sexual crimes are predators. Child molesters almost never rehabilitate. Do most rapists necessarily rehabilitate? We let these people out, and they can do it all over again.

on edit: Correction. I don't know about India, but rapists don't wait until they leave prison to rape again around here. They rape people in prison. I think it would be really good to put a stop to it once and for all.

17. I agree with that.

I can't believe India takes so long to settle a trial. Years? Now, I know why we promised a speedy trial in our constitution. That's ridiculous.

I think it would be good to do chemical castration in all convicted rape cases. Maybe allow an appeals process to make sure though. I don't know if India has anything like that or not.
