Man with assault rifle prompts flurry of police calls in Portland

Source: Portland (Maine) Press Herald

PORTLAND — A man who carried an AR-15 assault rifle around Portland caused a flurry of phone calls to police Monday, just 10 days after a man with the same type of gun killed 28 people in Connecticut.

Portland police said the man was seen walking, with the rifle over his shoulder, from the West End to the Parkside neighborhood before ending up on the Back Cove trail, which is used daily by hundreds of joggers, walkers and cyclists.

Two police officers approached and questioned the man at the corner of Cumberland Avenue and Mellen Street.

He described himself as an activist who was exercising his Second Amendment right to openly carry a firearm.

I'm not a gun owner so I'm not speaking from expertise or experience. But it seems to me that a gun out in the open would make you a target. But if it was concealed, you'd have a better chance of taking out a bad guy.

There are some cool holsters that aren't gun shaped and don't announce the weapon.

Not sure if that still counts as open carry?

What's with the paranoia? I live in Kansas City MO, with the almost nightly, bleeding lead story about holes in some body somewhere.
I still feel safe walking around.
In Topeka Kansas, a few weeks ago, two police offices were shot in the head at close range. Their training and weapons did them no good. The perpetrator is no longer capable of perpetrating anything, ever again.

Sandy Point is the tipping point for many people. Give it a little time for the momentum to build. Another mass shooting in another month or so, will do wonders to change the laws to get the guns off the streets. You can bet there are more than a few nuts looking to go out in a blaze of glory. America will get its gun problem under control.

57. I doubt it very much

Concealed and open carry is a state issue. Congress cannot pass laws banning concealed or open carry. The fact that the people of those states have in the most part passed those laws in the past 15 years, don't be so sure they are eager to change their minds. In any case, it will be a state by state fight.

No law will stop criminals or mass shooters from carrying their guns in public.

In is also unlikely that you will get semi-automatic rifles out of the hands of the public. The AWB that Senator Feinstein will introduce and the President supports does not ban ownership of semi-automatic rifles. It is a ban on the sale of new weapons - it is not retroactive. And since the House is still run by the repukes, it will not pass.

advantage. If open carry becomes common, then the element of surprise is once again the domain of the criminal. He will have the safety off, holster unsnapped and ready to draw.

58. That is why most gun owners prefer concealed carry.

Open carry has limited utility - mainly in rural areas. It is disruptive in suburban and urban settings - it draws too much attention to you.

Open carry is mainly a political statement more than anything else.

39. and where does the 2nd amendment say to carry a firearm in public is okay

gun nut apologists take a lot of liberties in interpreting what the wording means and implies.

it's a scam for gun manufacturers and their immoral hoards to sell more guns. What happens when someone else is armed? You get armed. Then they buy more hardware and bullets. Then you do the same. Profits churn, and the immoral lousy excuses for human beings get rich off the misforture of others. And the nifty part is that they've got so many people convinced that this is all for the public good and their right.

Notice that there is no metric to measure how society is actually benefiting. Is the #of guns out there? The number of bullets used? The massacres that occurred?

This dude was open carrying a hand cannon in the grocery store a few weeks ago. Like 0500 (5am) and I saw him a few days in a row. This is before the newtown massacre. fourth day or so we're at the self check out line and I says "hey. waddya going to shoot up the produce or what? (pause) you people are assholes"

he had this completely shocked look. surprised. Like he'd been jumped. Guess he wasnt use to people mouthin off when he is wearing that thing. But then again, he'd never met me before.

He should be locked in a room with the parents, children, siblings, friends and colleagues of those killed in Connecticut and allowed to explain his Second Amendment rights to them, after which he must respond to whatever questions and comments they may have.
Then he should be tossed into a rubber room. The tosser should then lose the key.

21. OMG

This past Saturday I had to break down and go to wallmart for stocking stuffers. It's been years since I was even in their parking lot. As I'm driving around looking for a parking space, out of the store walks a young man with one of those long gun covers holding (I assume) some type of gun. I just stopped and looked at him. To me it is such a shock. The closest I've been to any type of gun is standing near a police officer. I'll be 70 next month and still see no need for guns except for the military and police. Don't mean to start a discussion on guns, just expressing my opinion (finally).

Merry Christmas to everyone. Peace to all

how long were the people in the theater supposed to wait before deciding he wasn't just "exercising his second amendment rights" and start panicking? If he's just an attention whore with no evil intentions, fine, but no one else knows that.

If he's less than stable, which carrying a weapon like that through a town at least hints at, then recent events lead anyone in their right mind to feel unsafe. These things have one purpose only. They do not double as public conveyances or picnic baskets.

The Second Amendment guarantees a right to own arms, not to terrorize the public. This may come as a shock to you, but gun owners are not the only one's in the country with rights. This is an obscene display of white male privilege. No black man would walk around with an assault rifle, or he'd be dead inside sixty seconds. But white male gun owners refuse to accept society's right to remain safe from them. This man is clearly a terrorist and should be charged accordingly.

A documentary adaptation of Naomi Klein's 2007 book, The Shock Doctrine.

I knew about the book but didn't know about the film. Thank you so much for showing me this. I just watched it in full. It reveals so much.

Thank you, thank you, thank you.

40. If you want to open carry an AR-15, go to Somalia asshole...

I hope they start locking these assholes up.

If the prison lobby can give us an end to the drug war in exchange for locking rightwing nutjobs up, then I say line their pockets.

42. Maybe someone should shoot first and ask questions later.

His objective was obviously not to help people around him feel safe. No doubt he was a latent terrorist or mass murderer. See someone carrying a gun? Assume the worst. Grab a long range rifle with a scope and take preventative action from a safe distance. Deer hunters versus Dear hunters.

I know what, let's have an arms race between good guys and bad guys, or better yet, between bad guys and other bad guys. We can be like Mexico. Or, we can partician into neighborhoods with local war lords. We could be more like certain countries in the middle east or Africa.

Let's all act like gun toting idiots.

45. Immature and stupid

The fact that you CAN do something doesn't mean you SHOULD do it.

I own lots of firearms. I CAN load 'em up, go to my local mall, and blow away a lot of people. I will not do it because that's not a smart thing to do. Also, I am mature and wise enough to understand the difference between being able to do something and weighing the consequences before doing or not doing it.

Carrying around a weapon in plain view is immature and stupid. But, then, he shelled out over $1,000 for gun, magazine, and ammo for a gun that has no real purpose, not even hunting. Stupid.

48. Police not allowed to ask for his ID!!!! Or check if it's loaded!

so they don't even know his name. Thank you, NRA, for pushing 2nd amendment rights above everything else.

So cops in some states can pull you over and demand ID if you're Hispanic-looking. But they can't ask for your ID if you're carrying a big-ass assault rifle?

62. How do police know he's not a felon if they don't ask for ID?

And do a background check on the spot? That's what I don't understand. They can demand that any driver produce a driver's license, but they can't demand the ID of a guy with an assault weapon, or check the weapon for bullets.

64. There is a police-run indoor public shooting range in Clackamas, two blocks from the mall shooting

in Portland. They require that any gun entering or leaving the range must be in a case and not visible. It must be unloaded and the ammo cannot be in the same case as the weapon. I was under the impression that this is the law in Portland. I guess not.

70. Without knowing any more, I'd say he was doing us a public service

Maybe if more people did this the public would finally figure out what the problem is. I bet a lot of NRA-types freak the hell out when they see something like this. I doubt they raise their fist in solidarity. More likely they duck and cover.

It could be good. Draw attention to how fucking crazy this is.

I guess the sight of a naked woman is far more dangerous to most people than an AR-15!

I bet someone will tell me it would be illegal to refuse entry to someone who has a gun.
I assume the same someone will say the same about airport security.

I haven't been in a school in years. Do any schools have metal detectors on their doors yet?

89. Gun guy identified -- I'm starting to think he's an ANTI-gun activist

who's just trying to make a point:

"Justin Dean, whose name wasn't reported Monday because police didn't know it, came forward Wednesday night, telling the Portland Press Herald that he wanted to clarify his position and correct police, who characterized him "as an open-carry activist who was exercising his Second Amendment rights to openly carry a firearm."

Dean said his AR-15 rifle was loaded when he walked from the West End to Parkside to the busy Back Cove Trail. Police said 65 people called the department to report concerns about a man carrying a gun along city streets.

Dean was stopped and questioned by police, but it is legal in Maine to carry a gun in public, so he was not charged with any crime. Police did not know who Dean was because he had no obligation to identify himself.

"At no point did I describe myself as an activist, and I certainly do not consider myself one," said Dean, a 24-year-old college student who lives in Portland's West End. "I am not a member of the (National Rifle Association), nor am I a Republican."
