After a thorough review of the issues raised concerning the possible improper handing of voter registration forms as outlined in a complaint submitted indicating possible violations of (list of Virginia statutes in question), we have determined that while certain actions and irregularities may have occurred, none of them attained a level which could be construed by a reasonable person to have constituted an actual violation of the laws in question. After consultation with (list of various legal agencies, some actually having jurisdiction in the matter) it was decided that lacking any compelling evidence of criminal intent or conspiracy, the pursuit of criminal action would be a misapplication of scarce law enforcement resources. |
