Rights group says Syria using cluster bombs

October 14, 2012 Syrian government forces have dropped Russian-made cluster bombs over civilian areas in the past week as they battle to reverse rebel gains on a strategic highway, Human Rights Watch (HRW) has said. The bombs were dropped from planes and helicopters, with many of the strikes taking place near the main north-south highway running through the northwestern town of Maarat al-Numan, HRW said in a report released on Sunday. Rebels seized Maarat al-Numan from President Bashar al-Assad's troops last week, cutting the route from the capital Damascus to Aleppo, Syria's biggest city. Government forces have been trying to retake the area since then. Cluster munitions can drop hundreds of bomblets on a wide area as an anti-personnel weapon, designed to kill as many people as possible. Doesn't have to be. It requires case-by-case nuance with due consideration given to intent and context.
It depends on density of civilian population vs. military population (try dividing those two groups in an insurgency!) and on strategic value. In other words, pretty much like everything else dealing with military efforts. |

5. A highway is not exactly a densely-populated civilian area. HRW has a visible bias in Syria.

The US has dropped all kinds of anti-personnel munitions on troop columns in its illegal occupation of Iraq and the interventions in Kosovo and Libya, without being accused of war crimes.

Surprisingly enough they are silent when depleted uranium is dropped on Iraq causing massive birth defects on Iraqi children as well as American. Go figure.

but if I recall, DU was used as part of a munition in tank rounds. Not in "dropped bombs".
