Ryan: Specifics To Romney Tax Plan Will Be Sorted Out By Congress

In an interview with the Christian Broadcasting Network's David Brody that will air in full on Friday, vice presidential candidate Paul Ryan said that specifics associated with the Republican ticket's tax plan will emerge when he and Mitt Romney work with Congress to iron out a deal. David Brody: “There are some conservatives that have spoken out saying they want to see some more specifics from the Romney/Ryan team and one thing that comes up, at least from the liberals is tax loopholes. Is there a reason you guys aren’t naming specific tax loopholes?” Paul Ryan: “Yes because we want to get it done. Look, I’ve been on the Ways and Means Committee for 12 years. I’m very familiar with how to make successful tax reforms take place. Ronald Reagan and Tip O’Neil did it in 1986 but we haven’t done it since 1986 for lots of reasons which is we don’t want to presume to say ‘here’s exactly our way or the highway take it or leave it Congress.’ We want to say this is our vision, lower tax rates across the board for families and small businesses and work on the loopholes that are enjoyed by the higher income earners, take away their tax shelters so more of their income is subject to taxation. That lowers everybody’s tax rates. And we have to be able to work with Congress on those details, on how to fill it in and more to the point we don’t want to cut some backroom deal that they did with Obamacare where we hatched some plan behind the scenes and they spring it on the country. We want to do this in front, in the public, through congressional hearings with Congress so that we can get to the best conclusion with a public participation. In a speech he made at CPAC this year, Grover Nordquist articulated out loud a case for Mitt Romney that you usually hear only whispered by other conservative leaders. It appears Republicans have reconciled themselves to a Romney candidacy because they see Romney as an essentially weak and passive president who will concede leadership to congressional conservatives:

At least that's what it sounds like to my ears. If this is the reason why people should vote for a candidate , shouldn't that candidate at least work out enough of the numbers so that we are voting for more than "it might work"? In the least give a reason to believe a "do nothing" congress will do something. All in all it just sounds weak.

It is driving me MAD that the "liberal media" is not picking up on this ...
Their whole schtick, the WHOLE premise of the republican economic scam, is to sell the cut taxes for the wealthy so they create jobs boondoggle. THAT is what Mitt Romney has run on, THAT IS WHAT HE HAS SAID REPEATEDLY for five years now. Cut the taxes of the "job creators!" What THIS fricken LIE they are spewing now is the DEMOCRATIC tax concept - a PROGRESSIVE taxation where they middle/lower class have a somewhat lesser tax burden so they have the money to actually buy stuff, while the upper income earners pay more in taxes to pay for things and not horde it. What Romney and Ryan have been pitching for the last week now is a COMPLETE and TOTAL reversal of the republican position on taxes. Why is this not questioned, and further, if they hold to it, outside of their deranged hatred for Obama, what reason is to elect them to enact the same tax paradigm this president is looking to enact? |

In one sentence he claims that since he has been on the Ways and Means committee for 12 years, he knows how to get successful tax reform done. Then in the very next sentence, he claims successful tax reform has not happened for 25+ years. I guess since I played football from PeeWee football to High School for 11 years, I know what it takes to be a successful NFL player. Still waiting on my NFL call. |

Ryan says he will "work on" the loopholes enjoyed by the higher income earners "so more of their income is subject to taxation." The trick is, he does not consider capital gains to be income. Many of the richest people, like Romney, make most of their money from capital gains and dividends. Ryan wants to eliminate the already-low tax on those entirely. He also wants to eliminate the estate tax, which only affects the rich but which Republicans also do not consider to be "income." Of course, hedge fund managers will need to keep their carried-interest tax break, which would reduce their taxes to near zero under Ryan's plan. But I'm sure the same Congress that has a 10% approval rating will find some other minor loopholes to close (which will be quietly reinserted later when no one is paying attention).

If he thinks Congress will pass a bill that does away with, say, the mortgage interest deduction in order to give Romney another tax cut when he already pays at a lower rate than average Americans. Congress has to run the numbers past CBO for scoring and that is when we find out the numbers don't add up. That is why we need the details now -- to head off more grid lock Romney/Ryan Cannot lead from behind on this issue. Besides, if Ryan wants to talk about taxes, lets talk about Romney releasing more years of his tax returns -- after all, he demanded 10 years of tax returns for all of his VP candidates so what is good for the goose is good for the gander. Romney/Ryan need to come clean on taxes, whether is is Romney's tax returns or tax policy going forward. Transparency is a minimum requirement not some abstraction.

By definition revenue neutral means some people will get cuts and other people will get increases. That is why we need details -- so we can learn who the winners and losers are. And that gets us to the next point, why change anything if it is revenue neutral? There is no clarity coming from Romney other than guidelines on rates where he is clear regarding a 20% cut in rates. For non-itemizers that would mean a 20% cut in personal exemptions and the standard deduction. For those that itemize it would mean the elimination of 20 percent of their current deductions. Over 90% of those deductions are 3 items; charitable contributions, State and local taxes and home interest so something would have to give there, but what? Keep in mind too that the personal exemption is going down and that complicates the formula. If Romney leaves the personal exemption alone then deeper cuts would have to be made in deductions making it necessary to move on charitable donations and home interest. No wonder Romney refuses to talk details.

He's full of shit because I actually watched the various healthcare summit meetings with the President and Ryan's ass was in there mostly talking gibberish and throwing out nonsensical numbers as fast as his lips could move. And he was even highlighted by the President as someone who wanted to provide input to to the process. I didn't even know who the hell he was at the time.
