Suzanne Barr, Obama Administration Official, Resigns Amid Misconduct Claims

Source: Huffington Post

WASHINGTON — A senior Obama administration political appointee and longtime aide to Homeland Security Secretary Janet Napolitano resigned Saturday amid allegations of inappropriate sexual behavior lodged by at least three Immigration and Customs Enforcement employees.

Suzanne Barr, chief of staff to ICE Director John Morton, said in her resignation letter that the allegations against her are "unfounded." But she said she was stepping down anyway to end distractions within the agency. ICE, a division of the Homeland Security Department, confirmed Barr had resigned. The Associated Press obtained a copy of Barr's letter.

Barr is accused of sexually inappropriate behavior toward employees. The complaints are related to a sexual discrimination and retaliation lawsuit filed by a senior ICE agent in May.

In her letter to Morton, Barr said she has been the subject of "unfounded allegations designed to destroy my reputation" and is resigning "with great regret."

2. Sooooo...

this story left me with about a million questions.

Guys mad at their female boss? He said...she said? And on and on.

It all sounds weird.

7. Take out the gender or switch it, and it still sounds awful.

Women mad at their male boss?

Offers of sex acts? Calling a subordinate sexy?

If a male boss did that, there'd be a cadre ready to draw and quarter him.

It's inappropriate, if proven. The question is, is it true?

In the interim it is best for the individual to step down--they cannot be effective under these circumstances.

4. So what is the controversy?

In one complaint, Barr is accused of telling a male subordinate he was "sexy" and asking a personal question about his anatomy during an office party. In a separate complaint, she is accused of offering to perform a sex act with a male subordinate during a business trip in Bogota, Colombia. She's also accused of calling a male subordinate from her hotel room and offering to perform a sex act. The names of two of Barr's accusers were censored in affidavits reviewed by AP.
...
In the lawsuit, Hayes described a "frat house" atmosphere at ICE designed to humiliate male employees under Barr's leadership. Hayes, who was transferred to New York from ICE headquarters in Washington, is asking for more than $4 million that, among other things, would cover compensation he believes he is owed for relocation expenses and financial losses associated with his transfer.

Well, I hope (fruitlessly) that this will end the Right Wing nonsense about Napolitano's "lesbian cabal" in Homeland Security. sheesh

5. She's denying it but the accusations alone are indeed a distraction.

If by some good fortune it does turn out that the charges are not true, and she is cleared, she can petition for recompense, but in the interim, getting gone is a good move:

In one complaint, Barr is accused of telling a male subordinate he was "sexy" and asking a personal question about his anatomy during an office party. In a separate complaint, she is accused of offering to perform a sex act with a male subordinate during a business trip in Bogota, Colombia. These are serious allegations of unprofessional conduct, and this could be regarded as falling into "hostile workplace" territory.

11. Woman managers can be just as sexually harrassing as male managers -

I've seen it before over the years. And I've heard all sorts of excuses for it, from "the woman didn't think it was a problem because that's the way all the men in her professional career expected her to act" to "A woman can't sexually harrass a man - Those guys must be gay or religious prudes..."
But there's all sorts of regular training against Sexual Harassment for government workers that have been around for years. There's absolutely no reason for her to have thought that her actions weren't harassment, if these accusations are true.

The best thing in her position is to resign, whether or not she is guilty. The resignation will not stop the investigation, and if the accusations are without merit or a matter of a couple guys getting together because they want to get rid of a successful manager they called " the bitch boss" (meant to them she was a "damn uppity woman who knew more than they did and made them actually do their job instead of sit around and work "business as normal") - which is another situation I have seen happen. Not only did she get reinstated, those guys got fired.

Here's one..

"..get your comments in, people. This story will be lost amidst the treacherous "Ryan didn't really run a marathon as fast as he said he did."

HP knows how to feed its audience and that is by nitpicking the GOP"

If I posted on HP I would reply..that's not all Paul Ryan lies about and then List the LIES.

WhoTF knows what really happened but it doesn't look good with 3 complaints.

34. Similar story found in NY Daily News...

Have no idea if this source is slanted or not, but it says
"Barr “moved the entire contents of the offices of three employees, including name plates, computers and telephones, to the men’s bathroom at ICE headquarters,” the suit says.

Barr also stole a male staffer’s BlackBerry and fired off a message to his female supervisor indicating that he “had a crush on and fantasized about her,” Hayes claims.

Sometimes, Barr took a more direct approach. In one case, she called a male colleague in his hotel room and screamed at him using sexually humiliating language, the suit says.

Hayes claims that after he reported the abuse to the Equal Employment Opportunity office, Napolitano launched a series of misconduct investigations against him.

Hayes claims he was denied a prized promotion and systematically pushed aside while working out of ICE’s Washington office. The suit says Schriro was named the special adviser to Secretary Napolitano on Detention and Removal Operations and began to replace Hayes at meetings despite having no “experience in managing a federal law enforcement department.”

20. Some people can't handle authority, and gender isn't the telling factor

By far, more women are sexually harassed by men than vice versa, but idiocy knows no gender. Just be professional at work, and then an idiot with good friends and family, and you'll be "normal."

23. This is too common in Democratic Admins

Here in New York area, we got the Lopez grope allegations, an assembly woman and state senator accused of taking money from programs meant to help their constituents....We are Weary of Wiener and Spitzer type scandals! Is there something about the Democratic Party that attracts these asses?? We must clean house, and end being the party of graft and nepotism. Maybe this is why the GOP has had so much success with the Tea Baggers, who while crazy, actually are sincere.

I know there is just as much if not more, corruption on GOP side, scandals too, just usually of the closeted gay variety. Assuming, perhaps naively, that anyone reading the post is aware of Republican scandals, I wanted to focus on what is happening in my environment. Which sadly, the criminal cases are mostly Dems that are acting the fool! Post count notwithstanding, I'm trying to say we need to expect that our Democratic elected officials not use their positions to steal, or embarrass the party stupidly. I usually don't think much about Republican's because I find most of the Tea Party ideology disgusting and anti woman, which is not good news to me and my priorities!
If we want to stand as the party that is really concerned with equality and the poor, I just think we would be better off with out politicians who take advantage of women and the poor.

29. She's probably a Republican:

http://blogs.phoenixnewtimes.com/valleyfever/2012/08/janet_napolitanos_alleged_frat.php
Her father is the late Burton Barr, who was an Arizona House member for 22 years. He was the Republican majority leader for 20 years, and left the House in 1986 in an unsuccessful run for governor.

http://www.pjstar.com/free/x1903460842/ICE-chief-of-staff-resigns-amid-misconduct-claims
Barr, a 1995 graduate of University of Arizona, began working for Napolitano in 2004 when Napolitano was governor of Arizona. Before that, Barr worked for Arizona Republican Sens. John McCain and Jon Kyl.
