Police release video in Ark. patrol car shooting

LITTLE ROCK, Ark. (AP) — Police video recorded the night a young man was fatally shot in a northeast Arkansas patrol car while his hands were cuffed behind his back hasn't resolved questions about whether he shot himself in the head as officers said.

Jonesboro police released footage to The Associated Press and other news organizations under a Freedom of Information Act request this week. They released more footage Friday amid questions about why the first batch of video appeared to end before the officers found Chavis Carter, 21, slumped over and bleeding in the back of a patrol car on July 28 as described in a police report. Police have said officers had frisked Carter twice without finding a gun.

The second batch of video occurred after Carter was discovered, police said.

"There's still nothing in there about what actually happened with Chavis," Benjamin Irwin, a Memphis-based lawyer representing Carter's family, said Friday before the second batch of video had been released.

1. its actually not uncommon for patrol officers to miss stuff on a search

i have contact with deputies at a local jail pretty uch on a daily basis and the horror stories they tell of people coming in and being searched by them and having knifes in their pockets or boots and yes even on occasion handguns missed by the patrol officers. No idea what happened here though.

2. It's not uncommon for "mysterious 18 minute gaps" to appear in evidence either.

Let me get this straight: They had frisked him twice, His hands were cuffed behind his back,he shoots himself in the head and their video is compromised.

That's what the incident actually occurred, more than 100 miles northeast of Little Rock.

6. What the officers may have said or acted like is important

prior to the shooting, during and after, how the officers acted/reacted would be pretty strong evidence as to what happened.

8. I think the most likely scenario..

....is that they did miss a gun in the search and Carter knew it would be found during the jail search (which is much more thorough) and he tried to get it out and stuff it into the crack in the seat to hide it....doing this behind your back with your hands cuffed could result in a unintended discharge of the weapon at a weird angle..
If the cops wanted to shoot him they would have done it outside the car, they aren't that stupid.

11. My Understanding Is That The Weapon Was Fired Twice

Unless the weapon was stuffed down his crack there is no way he could have gotten at it with his hands cuffed behind his back. Plus, what does the autopsy show regarding bullet angle, where did the first bullet strike, etc.

15. I don't have high hopes for this...

IIRC, the worst punishment I've ever seen for cops who have handcuffed suspects "accidentally" die in custody is to simply get fired...
