Teen shot, man arrested, case seen as possible hate crime

CHARLESTON, W.Va. (AP) Police in West Virginia have accused a 62-year-old white man of killing a black 15-year-old after they bumped into each other and exchanged words, and a federal official says the case is under review as a possible federal hate crime.

A complaint signed by Charleston Police Detective C.C. Lioi says William Pulliam, confessed, showed no remorse and told police, "The way I look at it, that's another piece of trash off the street."

Lioi's statement says Pulliam left the scene after the shooting to go have dinner and then visit a friend. A revolver was found at the friend's house.

Police haven't identified the victim, but his mother, Nafia Adkins, told the Charleston Gazette-Mail it was her son, James Means.

The 62-year-old man accused of shooting and killing an unarmed teenager on Charleston’s East End Monday night was not allowed to have a gun, because of a previous domestic violence conviction.

William Ronald Pulliam allegedly shot 15-year-old James Harvey Means twice in the abdomen with a .380 caliber revolver.

West Virginia Man William Pulliam Charged in Killing of 15-Year-Old James Means

A local ABC station interviewed Pulliam behind bars, and quoted him as saying Means and his friends had threatened him with a gun before he entered the Dollar General store. On the way back, Pulliam told the station, he walked on the other side of the street. He said he did not know why the boys confronted him.

"This was unexpected because he was a really good person," a friend, Haley Braxton, told the station. "He wasn't a fighter. He didn't mess with anybody. He always made everybody so happy."

Means participated in a program called Dream Chasers, which helps "at-risk" children develop career goals, founder Obi Henderson told WSAZ. "James wanted to be a businessman and open up a mechanic shop," he said.

Means' mother, Nafia Adkins, told the station: "My son is in a safer place now, and we all love him."

Guy doesn't look familiar but semi rough area.

There was this ratty apts there since gentrified Maple Terrace and I remember one time a little miscreant was playing with a .22 and shot a kid going to visit his grandma in the old folks hi rise next door.

This guy was wasn't even legally able to own a gun and we see why.
