Full original headline, too long for DU:
‘If we could run a bill that would repeal Roe v. Wade, we would’: Utah lawmakers take aim at abortion, Planned Parenthood

Abortion in general, and Planned Parenthood in particular, is in the sights of Utah lawmakers ahead of the 2016 legislative session.

No bills have been drafted, but Republican Sens. Curt Bramble and Margaret Dayton on Wednesday laid out the blueprints of their proposals, which would permanently cut public funding to Planned Parenthood and ban non-emergency abortions at 20 weeks of pregnancy.

Dayton said she seeks to cement the governor's August order halting federal money from flowing to Planned Parenthood's Utah branch. Her measure also would block federal or state funding from any organization that promotes abortion, though she could not yet say how it would be determined which groups do so.

... "If we could run a bill that would repeal Roe v. Wade, we would," Bramble added from the dais, referring to the 1973 court case that legalized abortion. "There is a compelling state interest in protecting the vulnerable among us."

Lawmakers in most states have used all kinds of tricks and restrictions to whittle abortion rights to practically nothing. As a practical matter it barely exists other than to ensure that abortion isn't totally criminalized.

It seems if the state has an inherent interest in assuring two cells develop into a baby then it would also have an interest in making sure the child is provided for by the father first and the state (or at least political party) which forces the woman to bear the child.

Just saying.
