'Evidence insufficient to prove... that Manney acted willfully'

MILWAUKEE —The U.S. Justice Department said Tuesday there will not be civil rights charges filed against a police officer in the death of Dontre Hamilton.
The U.S. Attorney's Office and the Department of Justice Civil Rights division met with the Hamilton family Tuesday morning and closed the federal review of the case.
Federal officials considered whether Ofc. Christopher Manney violated federal law by willfully using unreasonable force against Hamilton.
Investigators determined that criminal charges against Ofc. Christopher Manney could not be proven beyond a reasonable doubt.
"In this case, there were numerous civilian witnesses who saw some part of the physical confrontation between Manney and Hamilton," the decision read. "Based on those eyewitness accounts, the account of the former officer involved, the physical evidence and the assessments of independent use of force experts, the team of experienced federal prosecutors and FBI agents determined that the evidence was insufficient to prove, beyond a reasonable doubt, that Manney acted willfully with a bad purpose to violate the law. Accordingly, the federal review of this incident has been closed without prosecution.".............
