KapStone, union to meet as strike looms

As a strike deadline looms, KapStone Paper and Packaging Corp and its union are scheduled to bargain for the first time in weeks Friday, but the company also has stepped up tension in the contract dispute.
Last week, the Association of Western Pulp and Paperworkers Local 153 gave a formal 10-day notice of a strike, which would allow them to call a strike anytime after June 26, counting business days.
The union contends a walkout would be a so-called unfair labor practice (ULP) strike, which would prohibit KapStone from hiring permanent replacement workers. KapStone officials, however, challenged that characterization, arguing that it is an economic strike, which would allow the company to hire permanent replacement workers.
Under federal regulations, a ULP strike is a protest over a specific unfair labor practice. An economic strike is aimed at winning economic concessions, such as higher wages or better working conditions.
