This one was 63 Km down and land based, which makes me wonder why they issued a warning. Maybe it's a knee jerk for any quake above 7.0.

A watch might mean that there's a chance of a tsunami (issued immediately after an earthquake like this) and a warning means that one has definitely been measured.

They do the same with tornadoes and thunderstorms.
