Can Congress be used in an ad?

I'm not sure of the legalities, but the President should do an ad of all the bills that they've knocked down or wouldn't even let come to the floor. One after another. Show the republicans in action, get rid of this Obama hasn't done enough bs.

I'd go for a whole series of them.....by topic.

And, of course, emphasize that they held 33 debates (and counting) about repealing Obamacare.

They use news clips from the commercial networks all the time - I imagine it's just a matter of buying the rights.
