What Nunes' Comments Mean In Real Terms- Schiff Gave Us An Example:

If Two Chinese businessmen were under surveillance by FBI and they mentioned the name Donald Trump, then Trump is in report as incidental. His name would be masked if his name was irrelevant but from the conversation the two Chinese businessmen were having one could deduct they were talking about Trump.

My example:

OR, two white supremacists were under surveillance by FBI and said something about the 'President". Trump's name would be either unsaid or masked but by seeing the word "president" it would be easy to know they were talking about Trump.

What Nunes was referring to could be any two people under surveillance. And one of them said the name Trump and it was masked yet the context implies it was Trump.
