4. No, he absolutely should not.

There are a number of legal reasons for not doing so: Notably, the public figure/New York Times v. Sullivan doctrine - although actual malice is probably provable in this instance - and, even more significantly, the qualified immunity of a sitting president for acts done while in office. Moreover, there's the question of damages. While some forms of slander presume damages, realistically I'm not sure Obama could prove he's been harmed in any way. And, by responding to Trump's claim, which everybody who matters understood was bullshit from the git-go, he'd be dignifying it and according it undeserved seriousness, if not legitimacy. Obama is doing the smart thing by ignoring it and letting the denials of the FBI and the IC once again show Trump to be a mendacious and vindictive asshole. Obama comes out smelling like a rose, while Trump smells like a rancid cesspool.

9. Not going to happen

For any number of very good reasons, including legal and political, as suggested in previous posts. There would be little to be gained and, since there is a significant chance he would lose due to immunity issues, a great deal to be lost.

Moreover, it would set a horrible precedent -- look back to past presidencies and all of the arguably libelous comments that have been made about them by someone or another. Assuming Obama could succeed in a libel action against Trump -- and I don't believe he can -- every president would feel compelled to bring a libel action every time someone says something outlandish about him or her or be presumed to have admitted the truth of the statement.
