This is a piece of legislation concerning flood insurance. Ya know, the thing property owners buy in order to protect them just in case a river overflows into their dining room or golf course. I am unsure of the terms of the legislation as I have not taken the time to adequately research it.

This no-name Repug senator claims he will stall the vote if he isn't able to stick his "CONCEPTION IS LIFE!!!" amendment to a bill that has absolutely nothing to do with contraception, abortion, or child healthcare. That'd be like if I proposed an amendment banning spandex for men with gratuitous amounts of body hair on a bill that concerns the electric grid.
