What do you call a Gish Gallop comprised of actions instead of just words?

The Trump Administration.

Gish Gallop from Rational Wiki

The Gish Gallop (also known as proof by verbosity[1] and the Trump Tirade[2]) is the fallacious debate tactic of drowning your opponent in a flood of individually-weak arguments in order to prevent rebuttal of the whole argument collection without great effort. The Gish Gallop is a belt-fed version of the on the spot fallacy, as it's unreasonable for anyone to have a well-composed answer immediately available to every argument present in the Gallop. The Gish Gallop is named after creationist Duane Gish, who often abused it.

Although it takes a trivial amount of effort on the Galloper's part to make each individual point before skipping on to the next (especially if they cite from a pre-concocted list of Gallop arguments), a refutation of the same Gallop may likely take much longer and require significantly more effort (per the basic principle that it's always easier to make a mess than to clean it back up again).

The amount of energy necessary to refute bullshit is an order of magnitude bigger than to produce it.
—programmer Alberto Brandolini[9]

Refuting a Gish Gallop is hard. Not because it's a well-formed argument that forces you to reconsider your worldview in a new light, a process taking critical thought over a long span of time. Not at all. It's hard because there's so fucking much to refute.

Who will provide leadership in how we all can best be part of an effective response to this avalanche of malevolent action?

Canter. I'm not sure he's one of the Gishiest of the gallopers, but he's definitely betting on them to win. Also, according to urban dictionary, he's definitely a galloper:

Galloper
Derived from the film 'Ong Bok' - A galloper is one who behaves in a certain unbridled manner in respect to any situation. It's obviously a reference to the stiff gait of a wild stallion clopping across the land. One who is acting outside of the realm of proper demeanor is a galloper.

Supporting Trump, worshipping Ayn Rand, destroying the safety net all qualify as unbridled behavior to me.

Trump and Bannon intended this outcome. They intended that immigrants should be treated arbitrarily and made abject. They wish to treat all Americans this way, and are just using Muslim-Americans for target practice. That is why they hate the press so much, since they know it shines a spotlight on their violation of people’s constitutional rights. Typical bullies, they are starting with the weakest residents in the country. Their victims included grandmothers who finally had the opportunity to come see relatives in America. And then they were clapped in jail on arrival.

how difficult it is for me to avoid using it when discussing this mendacious, pernicious den of thieves that is the Trump administration.

Oh, look at that, I did it, but I had to reject quite a few "four letter" words before coming to that little description.
