was his decision. He has been decidedly cranky over it as well as very vague regarding his future plans. He was particularly rude to Martin Bashir earlier this week when Bashir didn't do the usual banter with him at the handover (the President was expected to be speaking momentarily). Ratigan inferred Bashir wasn't going to waste his time now that he, Ratigan, was leaving. It really was an odd reaction and not the only one since the announcement of his departure.

I am betting his departure was NOT his decision but rather one made upon 'mutual agreement' hence the way he is acting, etc.
