dubya became president anyway.

Essentially, they serve summonses to black residents, delivered IN PERSON by Sheriff's deputies to the black resident's homes, that say they have to show up in court to PROVE where they live????????????

How is that different than making them guess how many jelly beans are in the jar before they are allowed to vote???
