Remember that Russia is the country that is actually surrounded by bases, not the US or Britain.

2. It was a rebel base

That US and UK special forces sometimes use. The air raid was conducted after US and UK troops vacated the base.

This seemed to have been meticulous timed, so I assume Syrian government forces had eyes on those movements and relayed them to the Russian Air Force.
