I don't see how you can label such a political system anything other than OLIGARCHY!

I came across this comment by Jay Ackroyd - he takes a look at the logic of Austerianism, and gets it perfectly right.

It's the kind of insight that launches revolutions.

It's interesting that Ezra says that

"effective" public policy is "politically impossible."
In a collection of sovereign states with elected governments,
it is politically impossible to engage in obviously good public policy
- and bad public policy, policy that is outright damaging to the futures of most of these states' citizens,
is the only policy that's politically possible.

I don't see how you can label such a political system anything other
than oligarchy regardless of the electoral trappings that are in place.[
