Can I send a text message to someone's cell phone if they aren't in my contacts list?

I just did that, sent a text to the phone number.

Any way to tell if the person got the message?

If the message did not go through, you should get a not on the text stream telling you in was undeliverable. It may take a few minutes for the undeliverable note to show up.
